Choose an init preset, and compile Slipway itself through Testbench when the project is a package.

php artisan slipway:init --preset=deploy
php artisan slipway:init --preset=package
artisan file and does not commit composer.lock. The package preset sets:

'lockfile' => false, // cache keyed on composer.json; `composer audit` checks what was installed
composer.json so Testbench discovers Slipway’s service provider:

vendor/bin/testbench slipway:compile and vendor/bin/testbench slipway:check. The Slipway repository builds its own pipeline that way: see slipway.php and .github/workflows/slipway.yml.
